Subjects include audits of subcontracts and maintenance of files of subcontractors' records by Du Pont; handling of agreements, license agreements, copyrights, deeds and leases, etc., especially classified ones; distribution of procedures--Design Division; purchase order terms and conditions; reporting of trips or visits; reports on purchases; handling of special action records. Included are the following AEC publications: "AEC Contract and Policy operations" (January 1951); AEC's Thirteenth and Eighteenth Semiannual Reports (January 1953 and January 1954); "Major Activities in the Atomic Energy Programs", (January-July 1954 and July-December 1954); AEC Transmittal Notice (6/19/53, Serial no. 114), Contract and Subcontract Responsibility.

Section 1 subjects include overtime for employees of Du Pont and subcontractors; wage rates in the writing of bid forms; procuring and processing insurance certificates; handling of contract section files, including subcontract files. section 2 (most or all memos in this section superseded) subjects include closing out subcontracts; writing of field contracts; checking subcontracts tools and equipment.

More memoranda and correspondence concerning office procedures and revisions to same. Section 3 contains memoranda which are apparently extra copies; Section 4 contains forms for the transactions involved in the carrying out of a subcontract. Subjects include administration half-number subcontracts; writing of field subcontracts; closing out lump-sum and unit-price subcontracts; closing out CPFF subcontracts (involving labor at plant site); commercial availability of boral shielding material.

Contains AEC Procurement Memoranda and accompanying correspondence, concerned with modifications to procurement in government contracts and their effect on Du Pont policy and record preparation. Subjects of the memoranda include nondiscrimination in employment; procurement in labor surplus areas; procurement and utilization of public utility services; service charge for maintenance of AEC-owned Helium cylinders; procurement of helium; procurement of federal specifications and standards; Comptroller General Rulings on Procurement and Contracting: and revisions to design procurement procedure.

Contains a draft copy of Design and Procurement Procedures for both SRP and Dana, dated 1/16/51; a fourth revision of the procedures dated 6/5/51, which includes a 2/1/51 copy of the AEC Procurement Policy Guide; and a memorandum accompanied by a 3/24/52 copy of Revision no. 9, Exhibit A, which is a building list with applicable revisions noted.

Contains copies of revisions 10-13, with accompanying memoranda. Revision 10 seems to have been a revision of the entire manual rather than a part; Revisions 11- 13 are Exhibit A, building lists, with revision notations in the same format as Revision 9, Exhibit A in the preceding folder.

Revision 14 consists of revisions of Exhibits "E", "G”, “T"; Revision 15 is a revision of the entire manual. Exhibit "E" is list of persons authorized to approve drawings specifications and engineering standards; Exhibit "G" is a list of personnel authorized to request prints of classified tracings and specifications; and Exhibit "T" is a list of persons authorized to approve various procurement papers.

Only the covering memorandum for revision 15 is included (complete text in preceding folder). Revision 16 is missing. Revision 17 is a revision of the entire manual. Revision 18 concerns the format and distribution of quotation sheets in relation to copies of the purchase order.
