The International Public Relations Committee of the NFTC was established in 1959 to make recommendations concerning influencing foreign opinion of American business in general and in response to specific general and local issues, to gather and disseminate information on international public relations, and to engage with the domestic and foreign press and with public relations specialists. In 1962 the committee was reorganized as the Public Relations Committee [PRC] and its responsibilities were enlarged to include public relations activities on behalf of the NFTC itself, including the promotion of Council positions and policies through the domestic media and the development of educational programs promoting American free-enterprise.

Records include Public Relations Committee files of William H. Baldwin (see also Records of NFTC executives); minutes of meetings of the committee and related records; PRC activities related to the proposed Burke-Hartke legislation, including NFTC and other group's lobbying activities, and publications, press clippings and statements concerning the bill collected from NFTC members and interest groups; collected press clippings and press releases on general topics of interest to NFTC members. The "press reference" file contains correspondence with and samples of U.S. and foreign business publications being investigated as possible recipients of NFTC press releases or advertising.

Topics dealt with in Committee minutes include: US relations with Cuba and anti-Castro propaganda activities; corporate responses to expropriation of property by foreign governments; relations with the U.S. Information Agency; preparation of 1961 NFTC statements on community and public relations; issues in developing-world education and media penetration; promotion of U.S. enterprises in Communist countries; 1964 member survey on foreign public relations activities and staff; member company statements on President Johnson's 1965 balance of payments program; surveys of opinion regarding American business enterprises in France, Germany and other European countries; the impact of the Arab-Israeli war on public opinion of U.S. business in the Middle East; public opinion in African nations; member responses to the Burke-Hartke Bill; anti-apartheid disinvestment campaigns; restrictive and corrupt business practices. Committee minutes also include summaries of meetings with U.S. and foreign government trade and diplomatic representatives.

Press release and press clipping topics include: trade outlook in various regions and industries; balance of payments and taxation of foreign profits; foreign and domestic protectionism; foreign economic development; immigration reform and status of U.S. workers abroad; press coverage of NFTC annual conventions; speeches and summaries of Congressional testimony on various topics by NFTC executives and members, NFTC appointments and other announcements; news, obituaries, and other reports on NFTC members. Press reference file consists of news clippings about and promotional material from U.S. and foreign newspapers, business magazines and industry periodicals, TV networks and other media outlets, mostly tracking organizational and regulatory news, market and audience information. Reference file consists mainly of biographical information on a variety of individuals in political and business life, and biographical information on NFTC executives, members, and staff. The biographical files on NFTC members include published articles, resumes, news clippings, formal obituaries and memorials, and letters of condolence.
