Scope and Contents

Haley Bader & Potts (HBP), the Washington, D.C. law firm specializing in communications and information technology law from the early 1930's, was originally engaged in 1964 to represent Microwave Communications, Incorporated and later MCI before the Federal Communications Commission. HBP's senior partner Michael H. Bader was also a member of MCI's Board of Directors, and MCI's regulatory affairs senior vice president Kenneth A. Cox was of counsel at the firm. HBP produced a vast volume of MCI's pleadings with FCC and also accumulated great deal of other parties' pleadings and supporting material in FCC dockets. The MCI Legal Records series incorporates just a part of HBP's MCI Client Files: material on Microwave Communications' 1964 application for licence to provide common carrier services; on the struggle with AT&T and Bell System companies for the interconnection with national network and fair rates for the connection [ENFIA negotiations]; on the regulatory and legal battle for permission to provide Execunet private line services; on MCI relations with state utilities commissions and NARUC; on MCI Lockheed Satellite's application for satellite communications services; and other vital issues of MCI business. In preparation for the MCI Antitrust suit against AT&T, HBP collected, along with relating pleadings and correspondence, research handbooks - copies of papers of Raymond C. Fay, Jenner & Block attorney for the trial. These files present in detail the trial team's working process. Some files in the sub-series are incomplete. The sub-series is divided into four groups: 1. MCI Informational Material, 1972-1976, 1985-1987. Organized chronologically 2. Regulatory Records 1963-1987. Organized alphabetically by the case title, chronologically within the case. 3. Legal Records 1969-1985. Divided in 2 sub-groups, organized chronologically within each sub-group: i. Antitrust Pleadings and Correspondence; ii. Antitrust Research Handbooks. 4. Legislative Records 1970-1979. Organized chronologically.
