Scope and Contents

Records relating to the development of MCI's legislative strategy in the years following the Corporation's participation in the defeat of the Bell Bills introduced before the 96th Congress. Robert S. Jackson served from 1981 as MCI's Special Assistant for Legislative Affairs, under the supervision of Philip Nyborg and Kenneth A. Cox, and from 1983 under Eugene Eidenberg as Director of Federal Policy for the Regulatory Affairs group of MCI's corporate office. Jackson continued to work in various regulatory capacities in MCI divisions and at the corporate headquarters until at least mid-1992. The series primarily focuses on Jackson's early role as Special Assistant, a position which involved working with other regulatory staff on establishing legislative proposals, liaising with other corporations and interest groups, and attempting to provide a consistent voice for MCI on all regulatory and legislative subjects through the monitoring and internal distribution of testimony, speeches and statements by MCI personnel. Jackson's records mostly consist of correspondence with U.S. Congressional representatives and staff, drafts of bills and amendments, transcripts of statements and speeches, and press clippings on regulatory and telecommunications industry matters. This material makes up group 1. Legislative material, which is arranged alphabetically by folder title within successive Congressional sessions. A second group, 2. Industry development, consists of subject files collecting press clippings and other records reflecting business and organizational trends within the telecommunication industry at large, with specific attention towards AT&T's business and regulatory activities. This subseries is appended to Series VI: Regulatory Affairs (files of Kenneth Cox) due to the close connection between the subjects of both sets of records. There are further related records, as well as some duplication, in Series V: Regulatory and Public Policy (Records of Robert Swezey).
