USTS and SPCC replies to AT&T comments on their reports on billed minutes in use stating that AT&T proposed an unjustified increase of ENFIA rates; MCI, USTS and SPCC correspondence with Common Carrier Bureau Chief Gary M. Epstein on filing adjustments for off-peak minutes discount rates; FCC memorandum opinion and order of September 29, 1982 ending investigation and finding the AT&T proposed rate increase unreasonable and recognizing the OCC proposed 40/60% adjustment for off-peak minutes. Also included is documentation on AT&T ex parte contacts in the docket.
