Scope and Contents
On April 16, 1979, FCC issued an order approving an agreement among several carriers regarding Exchange Network Facilities for Interstate Access (ENFIA). The ENFIA agreement established the temporary method to be used to compute charges of AT&T and GTE subsidiaries for certain interstate telecommunications services provided by carriers other than telephone companies (OCCs), including MCI, until a more comprehensive access compensation system be established. The BSOC (Bell System Operating Companies) 8 tariff specified the ENFIA agreement charges. On January 13, 1982, AT&T filed a new tariff BSOC 10 in case FCC doesn't extend the ENFIA agreement after three years of existence. Opposition to this motion from OCCs and arguments about the way how to calculate ENFIA charges constitute the case of docket 78-371.
