Scope and Contents

Notice of proposed revision of the uniform system of accounts and financial reporting requirements for telephone companies (USOA) issued by FCC in July 1978 recognized the necessity of changing the system adopted in 1935. The first supplemental notice, August 9, 1979, expanded the concept of a regulatory information system, and the second one, October 20, 1981, established Telecommunications Industry Advisory Group (TIAG) as a task force to develop a revised USOA. TIAG goal was to classify carriers in order to determine their accounting and record keeping requirements, focusing initially on designing the accounting system for the largest class of carriers and later scaling it for the smaller carriers.
