Historical Note

The Council for Inter-American Cooperation (CIAC) was established in 1944 to promote mutual understanding and cultural exchange between Latin America and the U.S., particularly through the establishment of local and city organizations sharing the CIAC's goals. Nelson A. Rockefeller was instrumental in establishing the CIAC and served as chairman, trustee and board member between 1944 and 1953. Rockefeller also provided the CIAC with a headquarters at 9 East 67th Street in New York City.

The CIAC merged with the newly-established Western Hemisphere Division of the NFTC in 1948, following a 1947 affiliation agreement. Following the merger, the Western Hemisphere Division was responsible for the NFTC's promotion of Latin American trade, mostly through support of affiliated Inter-American Centers and liaison with U.S. government agencies, Latin American government and industry contacts, and other national trade groups. The Western Hemisphere Division continued to publish the CIAC's Spanish-language newsletter, Noticias. Some aspects of the division's cultural and educational outreach programs were carried out under the CIAC name. The CIAC was formally consolidated into the NFTC between 1965 and 1966, and was dissolved in 1968.

Scope and Content

The records include summaries of board meetings of the NFTC and CIAC concerning negotiations over the merger of CIAC and the reorganization of the NFTC; annual and periodic reports by CIAC, minutes of committee meetings, and copies of publications; financial records of the organization, including lists of subscribers, bank statements, and tax filings; officers' correspondence concerning various issues, including the establishment and activities of regional Inter-American Centers; responses to inquiries concerning CIAC information resources and activities. Records of the organization's application for tax-exempt status provide particularly detailed financial records and a comprehensive organizational summary. The full transcript of the October 1945 meeting includes frank discussion by Nelson A. Rockefeller, CIAC Chairman Burgess, and other officials about the goals of the organization and the reasons for its establishment, selection of members and inclusion of Latin American representatives in the governance of the organization, CIAC activities and financing.
