Biographical Note

Clinton H. Blackburn (1916-1993) was a mechanical engineer with E.I. du Pont de Nemours & Company. From 1945 to 1978 he was an employee of the Maintenance Department at the Indiana Ordnance Works, a plant built to produce smokeless powder for the military in World War II. He worked on training supervisory personnel, safety training, and plant layout and maintenance. In 1978, DuPont withdrew from the smokeless powder business, and Blackburn was assigned to plan and coordinate the demolition of the smokeless powder works at Carney's Point, New Jersey. From 1980 to 1982 he was assigned to develop a training program for maintenance mechanics at the Willow Bank Plant in Newport, Delaware.

Scope and Content

Blackburn's papers are a sample of work-related materials that he retained upon retirement.

Notebooks and miscellaneous papers on the Indiana Ordnance Works include plot plans, foreman and safety training materials, names and schedules of foremen and crew members and notes and sketches on equipment.

Notebooks and papers on the Carney's Point Plant deal primarily with the demolition, decontamination and disposal of the materials from the smokeless powder facility. There is additional material on safety training, work rules, wage and shift schedules and time records for individual foremen.

Files on the Willow Bank Plant document the mechanic training program developed and administered by Blackburn. The program was designed in three phases, each with review tests.
